Education is one of the major priorities in Luwero district. The District Education Department targets training of the entire community through several programs. These include the government’s Universal Primary Education (UPE) for primary school-going children, pre-primary school training, tertiary and vocational training, college and university training. The overall objective is to create a developmental, literate society. The district has made many achievements in as far as development of education is concerned. This has been possible due to the good government policies that have ensured peace in the area. Among the achievements is the successful implementation the UPE program.

The Department has endeavored to put up a number of projects which include construction of new classrooms, rehabilitation of schools and also ensuring sports activities .
Construction of schools


 

Primary School Education

The District has got a total of 229 Government-Aided primary schools and they are unevenly distributed throughout the district as reflected in Figure 2.1 below. The department has a staff establishment cealling of 2,647 teachers, out of which 2,565 are filled reflecting 97 percent.

Primary School Enrollment

Total enrolment in UPE schools has been steadily increasing from 2013 to 2016. It increased from 103,354 in 2013 to 115,258 in 2016.Figure2.2: Graph of Enrolment during 2013 – 2016



Universal Secondary Education (USE)

Luwero district has got 47 secondary schools under USE, with a total enrolment of 24,633 students. Every Lower Local Government in the District has got at least one USE school as indicated in the graph here below.

2.1.1.5 Tertiary Education

Luwero district has only one government aided tertiary institution called Bowa polytechnic. However, there are a number of private institutions like Bugema University, Kampala University - Luwero campus, Ndejje University and Kasaala Polytechnic.
